τοῦτον οὔτε πάλαι τὸν βωμὸν καὶ ὑπὸ ἀνδρῶν ἰδιωτῶν ἀνατεθῆναι λέγουσιν.

Infinitival complement of λέγουσιν: the accusative τοῦτον is the understood subject of ἀνατεθῆναι, while τὸν βωμόν is its accusative object; οὔτε ... καὶ coordinates the adverbial alternatives.
